Mukhamediuly Arystanbek, who previously held the position, was released due to transfer to another appointment. Prior to the appointment, Aktoty Raimkulova had been Vice-Minister since October 3, 2016. She was born in Almaty on May 2, 1964. She graduated from the Almaty State Conservatory named after Kurmangazy in the specialties of Composition and Piano in 1987, postgraduate study in Composition. She also studied in the magistracy of the International Academy of Business with Management major. He has the DBA (Doctor of Business Administration) title.
