Signing of the memorandum of the project "321 Start"

The state intends to provide systematic support to a unique project that has changed the sports and leisure conditions of rural schoolchildren.

On May 12, 2016 in Astana, a Memorandum of Cooperation was signed between the Eurasia Foundation of Central Asia, the Ministry of Culture and Sports of the Republic of Kazakhstan, the Ministry of Education and Science of the Republic of Kazakhstan, the general sponsor of the Coca-Cola project and the Bolashak Association “3, 2, 1 - START”, aimed at systematically improving the conditions for physical education and sports in rural schools in Kazakhstan.

Through the efforts of the project coordinators, during the year of its existence, a practical reform of the organization of sports leisure was carried out in the Arshaly district of the Akmola region, which has already brought practical results in the sports achievements of students and was noted by the office of the district akim.

As part of the signing of the Memorandum, a press conference was held at which the following were announced:

- Annual results of the project

- Organizers’ plans for 2016 and state support plan

- Amounts of donor support

Elsiyar Kanagatov, Chairman of the Committee for Sports and Physical Culture of the Ministry of Culture and Sports of the Republic of Kazakhstan: “After reviewing the concept and results of the “3, 2, 1 - START” project, we decided to systematically support the project, organize master classes and trainings for rural children and physical education teachers. According to our estimates, thanks to the joint implementation of the “3, 2, 1 - START” project, the indicators of involvement in sports in rural areas can be at least doubled.” Also, in his speech, Mr. Kanagatov noted that the State intends to support this project in full and is ready to provide practical assistance and active participation in disseminating it (the project) in other rural areas of the Republic of Kazakhstan.

Ainur Uteeva, department of internal policy of the akimat of the Arshaly district of the Akmola region: “Thanks to the project “3.2.1 - Start!” the team of the Arshaly region made a huge leap forward at the level of regional sports competitions in a year. Thus, at the Ak Biday Spartakiad, the guys raised their rating from 16th to 11th place in the overall team competition, and at the Crystal Spike Spartakiad, they improved their performance by 7 positions and strengthened their 10th place in the region! The project has been going on in the Akmola region for a year. Now in 19 rural schools in the region, physical education lessons are the most awaited for children. In the newly equipped gyms, classes are always going on: both during lessons and after.”

The first stage of the project was aimed mainly at creating the minimum necessary infrastructure base for conducting full-fledged physical education lessons. Today, based on the results of the implementation of the first stage and evaluation of the results, we intend not only to continue practical implementation, but also to focus our efforts on the methodological component.

Rinad Temirbekov, Executive Director of EFCA in Kazakhstan: “After signing the Memorandum, together with government agencies, we plan to develop an educational manual for the third hour of physical education, which will be based on the latest innovative methods and approaches in the field of sports and physical education. We hope that our experience will help to significantly modernize the principles of teaching physical education in the country.”

Head of State N.A. Nazarbayev emphasizes in his speeches that the goal of Kazakhstan becoming one of the 50 most competitive countries in the world requires consolidation of efforts and constructive interaction between the state and entrepreneurs, the private sector and the entire Kazakh society. Deputy Prime Minister of the Republic of Kazakhstan Dariga Nazarbayeva proposed making gyms in schools available to village residents.

We are very pleased that our project demonstrates real performance indicators and attracts attention from government agencies, and we hope that together we will be able to modernize the physical education system in our country.”

At the end of the briefing, a memorandum of cooperation in this area was signed between government agencies and public associations.
